B1B71 is set when the occupant restraint controller stops getting valid data from the front right impact sensor. Chrysler's term for that part is the up-front right satellite acceleration sensor. Its wiring runs on a different pair from the left sensor, so the code points squarely at the passenger side front corner.
Each up-front sensor has its own signal and ground pair back to the module. The right sensor uses (R80) front right impact sensor signal and (R82) sensor ground. The ORC powers the sensor and its onboard diagnostics through that signal circuit and expects an unbroken stream of data whenever the key is on.
The set condition is that the ORC and the front right impact sensor fail to establish and maintain valid data communications. The module cannot tell whether the sensor died or the wire did, so it reports the loss and leaves the technician to find the difference.
The passenger side sensor has its own habits. It sits low and forward on the right, where curb strikes, deer hits on the passenger corner, and standing water all reach it. It is also the one most likely to get left unbolted or unplugged after a bumper cover or headlamp job, because it is easy to miss behind the trim.
Hardware fault. Something physical has to change for this code to clear, whether that is a sensor, a connector, or a length of wire. It carries no crash data of its own, though a vehicle that broke a front sensor usually has deployment codes stored too.
Not by itself. Wiping module memory does not restore a communication link. The sensor and its circuit come first, and the code clears once the ORC hears from the sensor again.

B1B71 appears on Chrysler, Dodge, Jeep, and Ram vehicles equipped with an ORC and up-front satellite sensors, roughly 2006 to 2015. The 2007 Jeep Grand Cherokee chart defines it, and the same code family runs through the Dodge Durango, Dodge Journey, and Chrysler 200. Later FCA models report front sensor communication problems using the generic B00 range instead.
Mounting is worth checking before parts. An accelerometer that is not solidly fastened to the structure it measures will misbehave, so confirm the bolt is present and tight and that the mounting surface is not deformed from a previous repair. Then unplug the connector, inspect both halves, and work the (R80) and (R82) circuits with the thresholds the manual gives.
