B0028 points to the right side airbag deployment loop, most often flagging low resistance from a connector or wiring problem. With no deployment behind it, this one usually needs a repair, not just a reset.
B0028 is the module reporting a problem on the right side, passenger side airbag deployment loop. In most cases it shows up as low resistance, which points toward a short or a loose contact in that circuit. The module runs a self check on every loop at start up, and when the right side loop reads outside its window, it logs B0028 and turns on the SRS light.
The most common real-world cause is the yellow connector under the front passenger seat. Seats slide back and forth, and that motion works the connector loose or wears the pins over time. Corrosion, a cracked module housing, or water getting into the harness can do the same thing.
B0028 leans hardware. The low resistance description points to a circuit problem, usually that passenger seat connector or the wiring around it. Fixing the connection and clearing the code is the normal path. The exception is a vehicle where the right side airbag actually deployed in a collision. In that case the module is also holding stored crash data, and that part is what a reset clears.
A reset clears the stored crash data side of things.
