B1496 means the passenger occupant detecting system has not been calibrated after seat or sensor work. Every part can be new and working, and the system still will not arm the passenger airbag until the calibration is completed.
The occupant detecting system has to know what an empty passenger seat reads like before it can judge what is sitting in it. That baseline is established by a calibration procedure, and it belongs to the exact combination of seat, cushion, and sensors installed in the car. Replace any of those pieces and the old baseline no longer applies.
Hyundai gives this its own code so the fault is not confused with a broken part. B1496 appears after upholstery work, a seat swap, a cushion replacement, or a sensor repair, and it tells you a procedure is outstanding rather than that something needs to be bought.
B1496 describes the state of a system rather than a wiring measurement, so no amount of meter work on the seat harness will move it. Crash data is the other thing stored in these modules: a permanent entry written after a deployment that a scan tool cannot erase. Calibration and crash data are unrelated jobs.
The mail-in reset does not substitute for a calibration. Calibration happens in the vehicle, with the seat empty and the manufacturer procedure followed through to completion. Hyundai uses B1496 for an uncalibrated occupant detecting system. Seeing it next to Hyundai's control unit and sensor failure codes is the clue that the hardware may be fine and only the procedure is missing.
Find out what was replaced in that seat recently, because the repair history usually explains this code outright. Clear everything off the passenger seat, including floor mats or tools set on it, then run the calibration procedure the way Hyundai specifies.
