Ford controllers keep a count of what should be present on the vehicle and compare it against what actually answers. B1213 sets when that count comes up short. The definition on file stops there, so the honest answer is that the code reports a shortage rather than naming the missing item.

Look at what the controller was counting, what it found, and what changed on the vehicle before the code appeared. Repair history matters more than usual here, since the count a controller expects was set when the vehicle was built or last programmed.
