Code 15 says the driver airbag circuit on a Subaru is shorted to the power supply, with the roll connector counted as part of that circuit. Battery voltage is reaching a firing wire that should never see it, and the control unit disables the system.
The driver firing loop is supposed to float at a low, controlled level set by the airbag control unit. Code 15 means something has connected that loop to a live power source. The module detects the raised voltage immediately and locks deployment out, since a firing circuit sitting on battery voltage is the condition it is built to prevent.
The roll connector is inside this circuit, which puts it high on the list. A ribbon that has torn and folded back on itself can bridge a firing lead to a powered lead in the same assembly, since horn, cruise, and audio controls share that path. Damage during a steering wheel swap is the usual way that happens.
Code 15 is a live electrical fault the module is measuring right now. The reading changes the moment the short is repaired, and the code clears once the system passes its startup test. Stored crash data is a different entry entirely: it is written only at deployment, cannot be erased with a scan tool, and is removed by a module reset.
A reset does not remove battery voltage from a firing wire. The control unit rechecks the driver loop as soon as power is applied and stores code 15 again. Find the short first, and pay close attention to anything recently spliced or installed in the column. If the car also deployed and the module carries a crash record, mail-in reset handles that part after the repairs are complete.
