Most people think of the buckle as just the part you click the tongue into. On a lot of vehicles it does more than that. A second pretensioner sits at the base of the buckle, and in a crash it pulls the buckle stalk downward at the same moment the retractor pretensioner pulls the belt in from above. The two work together to take all the slack out of the belt at once.
Like the one in the retractor, the buckle pretensioner is single-use. It fires once in a deployment and cannot reset itself. After a crash the latch can stick, refuse to release the tongue, or feel jammed because the spent charge has locked the mechanism. The fix is the same idea as the rest of the belt: we open the buckle, fit a fresh charge to the original pretensioner, and free the latch so the tongue clicks in and releases cleanly.
