On these cars the front belt tensioner carries its own control module, and that module has to be coded to the vehicle before the restraint system will accept it. Coding tells it which configuration it is working in. Until that step is done, the airbag controller treats the tensioner as not configured and stores B1304.
This is a setup fault rather than a broken part. The tensioner can be brand new, correctly installed, and electrically perfect, and the code stays until someone runs the coding procedure with a capable scan tool.
