B1195 is the older Lexus numbering for a short in the rear left seat belt pretensioner circuit. Instead of reading open, this loop is reading too low, which tells the module the two wires have found each other or found ground.
On LS430 generation numbering, the rear pretensioner circuits carried B11xx codes before the later B19xx scheme took over. B1195 specifically reports a short in the rear left P/T squib circuit. The module measures resistance across the igniter, and a value well below the expected window means current is taking a path it should not have.
A short reads differently from an open and usually has a different cause. Opens come from broken wires and unplugged connectors. Shorts come from insulation that rubbed through against metal, two conductors crushed together, moisture bridging terminals, or a connector seated crooked so that pins touch. The module reports the symptom, and the inspection has to find where the contact is happening.
Resistance readings like this one are taken live, so the code belongs with the circuit family. The module reevaluates it constantly, meaning the code follows the wiring rather than recording history. Crash data records history instead: it is written once at deployment, held permanently, and it needs a module reset rather than a wiring repair.
Clearing memory does not remove a short. The module will measure the same low resistance on the next self test and set B1195 again. Find the contact point, repair the insulation or replace the damaged section, and confirm the reading comes back into range. A reset from us is the right step only when the same module is also carrying deployment data.
This code appears under Lexus and belongs to the older code numbering used on that generation of platform. If a scan tool reports B1195 on a later vehicle, verify the definition against the service information for that chassis before assuming the rear pretensioner is involved.
Disconnect the pretensioner and measure the harness by itself, because separating the wiring from the igniter tells you in one step which side holds the short. Inspect the harness route across the rear floor and quarter panel for rub marks and crush damage. Dry and clean any connector that shows moisture.
