The purpose is to make sure a module that has been through repeated events cannot quietly go back into service.
Seeing this code does not always mean the car had several separate wrecks. A single severe event can write more than one record, and so can a module that was cleared improperly in the past, or one pulled from a salvage vehicle with its own history. What the code does tell you for certain is that the crash memory is full and needs to be addressed directly.

It reports what the module has stored, not what any circuit is doing at this moment, and no amount of key cycling or code clearing changes it. Live circuit faults are the other kind of entry.
