B2013 means a replacement controller is missing its dataset or end of line programming data. The module came out of the box or out of another car without the data the factory normally writes into it, so it cannot operate as the restraint controller for this vehicle.
Control modules receive a dataset at the end of the production line describing the exact vehicle they serve: equipment, variants, and the parameters the module runs on. A replacement module arrives blank or generic, and that programming has to be written before the restraint system will function. B2013 is the module reporting that the data is missing.
This is a programming gap rather than a hardware failure. The module may be brand new and in perfect condition. What it lacks is the information that turns a generic controller into the controller for your car, and that has to come from a tool capable of the manufacturer end of line routine.
B2013 reports a present tense programming condition, not a crash record. The module checks for its dataset on every startup and reports the same thing until the data is written. Stored crash data is the other category: it appears only after a deployment, it is permanent, and a module reset is what removes it.
Clearing crash data and writing a dataset are different jobs done with different equipment.
