Read B1348 and the SRSCM is telling you the driver airbag first stage circuit is shorted to ground. The firing loop for the driver's airbag has found a path to body metal, so the module disables the system.
The first stage circuit carries the current that fires the primary charge in the driver airbag. It leaves the SRSCM, travels up the steering column through the clockspring, and ends at the inflator. The module watches that loop continuously, and a reading pulled down toward ground tells it the insulation somewhere in that path has failed.
Everything along the loop shares the blame until it is narrowed down: the module pin, the harness under the column, the clockspring ribbon, the connector at the airbag, and the inflator winding itself. The clockspring is the moving part in that chain, which is why it gets attention first on a short.
Resistance readings like this one update every time the module runs its check, which is what separates them from stored crash data. Crash data goes in once after a deployment and never comes out with a scan tool. A short to ground disappears from the code list the moment the loop measures correctly again.
Do not expect a module reset to clear a shorted firing loop. The service restores modules locked on crash data after a deployment, and a circuit touching ground stays that way through any reset. Repair the clockspring, harness, or airbag first. When the car also deployed, the reset is the second half of the job after the physical repairs.
Hyundai is the make that reports B1348. It reads as the driver side first stage firing circuit shorted to ground, separate from the codes Hyundai uses for high resistance or an open loop on the same airbag.
Pull the driver airbag and disconnect it, then measure the loop from the module side to ground, because that single test tells you whether the short is in the airbag or in the wiring behind it.
